Founder and CEO of Eask Marine Consultancy Ltd. Capt. Michael J. Horgan (Mick) is a graduate of the National Maritime College of Ireland - Nautical Science. A Master Mariner with a wealth of operational, offshore and commercial experience in both the maritime and renewable sectors.

Having spent 15 years with Chevron and 10 with BP, Mick has both commanded and piloted the biggest ships in the world. Mick has extensive experience in managing shipping operations in Europe, West Africa, US West Coast and the Middle East. He also worked as a Mooring Master for ten years in Angola, Nigeria as well as US West Coast and brings with him a wealth of ship handling experience.

Mick managed numerous projects on company Very Large Crude Carriers (VLCC’s) at Dubai Drydocks as well as offshore. As well as managing VLCC dry docking projects at Dubai Drydocks he has also negotiated final settlements.

Mick served on the Board of Directors of Dubai Offshore Sailing Club and was Founder and Chair of The UAE Maritime Group which has since become instrumental in shaping the future of shipping operations in the Middle East. Winner of Sheikh Mohamad Bin Rashid Al Maktoum Award for “Significant Contribution to the UAE Maritime Sector”. Mick is also a fully qualified Lloyd's Maritime Lead Auditor in ISM, ISPS, MLC as well has being a qualified Maritime Expert Witness.

Mick is an excellent trainer and mentor and was instrumental in overseeing the promotion of Chief Officers to Masters at Chevron's training facility in Glasgow where he lectured in ECDIS, Advanced Ship Handling, Bridge Resource Management as well as the development of Soft Skills training. He is an excellent communicator and is well known for getting the most out of the teams he has managed.

During his time working at Chevron's head offices in California, he honed his skills in Technical writing where he was an integral part of the Marine Standards team. Mick has gone on to assist companies with full rewrites of company SMS documents and Navigation Manuals ensuring that they are easy to understand, robust and able to stand up to any regulatory bodies scrutiny.

During his 15 years with Chevron, he was heavily influenced by Chevron's Tenets of Operational Excellence and is a great advocate for their importance and relevance in marine operations. He ensures that these are explained to every crew member trained by Mick and will always be grateful for their existence.
